We show how a Survey of the Optical Sky in polarized light will impact areas such as Cosmology, Extragalactic Astronomy, Interstellar Medium of the Galaxy and Magellanic Clouds, Star Formation, Stellar Envelopes, Stellar Explosions and the Solar System. At the Hiroshima University, the SGPOL polarimeter had been funded. At the Un. Sao Paulo, the SOUTH POL wide field polarimeter has been built and commissioned. We propose to join these two efforts, enabling both North and South Hemispheres to be observed and hence increasing considerably the impact of the survey. The proposal includes the use of the mini-TAO telescope in Chile as a powerful polarimetric machine.
