The ASTROS standard time format

We call the ASTROS standard time format if the characters are written in one of the following 3 patterns.

for hour
value in degree with the character "h"
example 19.23h
for minute
value in degree with the character "h" and value in arcmin with the character "m".
example 20h3m
for second
value in degree with the character "h" and value in arcmin with the character "m" and value in arcsec with the character "s".
example 12h34m56.7s

The characters are case insensitive. Each value can be in an integer or a decimal fraction but not in a fraction. The plus or minus sign must be attached as the first character.
